Action
on C-DAC Proposal After
Fatal Crane Accidents
As
the Cranes
and Derricks Advisory
Committee (C-DAC) Consensus
Proposal moved slowly
through the regulatory
maze on its way to becoming
law, scores of construction
workers and bystanders
were killed -- many in
high profile accidents
in New York, Las Vegas,
Miami, and Houston. Each
accident led to increased
public awareness of crane
hazards and the not-yet-published
2004 C-DAC consensus standards,
which according to OSHA’s
analysis is expected to
save 37- 48 workers’
lives per year. Congress,
C-DAC members, the press,
and bloggers began to
question why one of OSHA’s
“priority”
regulations didn’t
seem to be getting the
attention it required.
On October 9, 2008, OSHA
published its proposed
cranes and derricks rule
in the Federal Register.
